Albany County resolves to care

The following resolution passed the Albany County New York Legislature by unanimous vote on November 10, 1997.
RESOLUTION NO. 267-a(96): ACKNOWLEDGING ALBANY COUNTY'S RESPONSIBILITY IN CARING FOR THE SOCIAL WELFARE OF THE CITIZENS OF ALBANY COUNTY
WHEREAS, it is the responsibility of the County of Albany to care for the social welfare of its citizens as reflected in Article XVII Section 1, of the New York State Constitution adopted by the Constitutional Convention of 1938 and approved by vote of the People, November 8, 1938, which hereby establishes a standard for Albany County, and
WHEREAS, This Honorable Body recognizes the responsibility of Albany County to assist all of its citizens who are able to work in finding employment opportunities and to support them on their path to financial independence, and
WHEREAS, The aid, care and support of the needy are public concerns and shall be provided by the County of Albany in a manner and by such means as to assure safe shelter and adequate sustenance, now, therefore be it
RESOLVED, By the Albany County Legislature that the County of Albany shall recognize its responsibility in caring for the social welfare of its citizens by promoting work as an alternative to welfare, developing and publicly promulgating consistent and humane guidelines for determining eligibility for work and that no individual shall be held to higher requirements for work than those contained in federal or state guidelines and, be it further
RESOLVED, That the County of Albany shall provide support for all individuals found eligible for work including, but not limited to, basic education, development of vocational skills, job placement and counseling, child care, and substance abuse treatment and counseling, and no individual shall be sanctioned for failing to work or find work until it has been determined that all necessary support has been provided and the individual would be advantaged by the work, and, be it further
RESOLVED, That any individual found not eligible for work due to a physical or behavioral health disability shall be provided with supportive services that will help that individual to be as independent as possible, and any individual found to be ineligible for work shall not be sanctioned when such individual has been determined unemployable, and, be it further
RESOLVED, That the clerk of the County Legislature is directed to forward certified copies of this resolution to the appropriate County Officials.
